FBI Arrests Pennsylvania Man Accused of Arming for ISIS Attack

Jonathan Hunter Kramer, a 21-year-old from Pennsylvania, was taken into custody on Sunday at a hotel in Cranberry Township, according to federal authorities. The arrest came after an FBI investigation that had tracked him for years, and on Tuesday he was charged in the U.S. District Court for the Western District of Pennsylvania with receiving a firearm for a felony or terrorism offense.

Kramer first appeared on the Justice Department’s radar in 2023, when the FBI searched his parents’ home in April of that year. During that search, agents discovered a recording in which Kramer pledged allegiance to ISIS, the militant group known for its black banner with white lettering. He was subsequently held in juvenile detention from April 2023 until March 2026.

While in detention, Kramer kept a black banner that investigators believe was an ISIS flag. After his release, a probation officer alerted the FBI to the banner, and the case was reopened. In March 2026, a tipster reported that Kramer had been receiving mysterious packages and had reconnected with old contacts, prompting further scrutiny.

By May 26, Kramer allegedly sent a message asking for prayers for an operation against non-Muslims, whom he referred to as “kuffar.” That message, combined with other online activity, led to the charges he now faces.

Under the Telegram username @ShootIntoACrowd and the alias Hamza Al Rashid, Kramer is accused of sharing documents about explosives, C4, and car bombs. He also posted threats of an act within three months and discussed violence against non-Muslims and ways to remain anonymous.

One document he administered advocated using fire to cause damage and chaos, noting the risk of stampedes. It listed potential targets such as nightclubs, theaters, concerts, apartments, hotels, and low-security schools. The document also mentioned poisonings, trucks, and firearms, and suggested distracting emergency services.

On Reddit, Kramer allegedly suggested a school shooting, and a Telegram post depicted armed individuals with school text. These posts, along with the other materials, painted a of someone planning a mass-casualty attack, according to the FBI.

Evidence Seized at Arrest

When Kramer was arrested at the Cranberry Township hotel, authorities seized a semiautomatic rifle made by Panther Arms, more than 150 rounds of ammunition, two loaded magazines, a bipod, a scope, a prayer rug, and pepper spray. They also found a phone in Faraday bags, which block signals, and a burner phone.

Kramer reportedly remarked to the FBI that he was in trouble. At his parents’ home, investigators found 30 knives and a note in which he wrote about constant fear. The note read: “Don’t look for me, can’t live in fear.”

His purchases, tracked by investigators, included a 5-inch knife and pepper spray from Amazon. These items, along with the other evidence, were cited in the criminal complaint.

Official Statements and Context

FBI Director Kash Patel said Kramer plotted a violent attack for ISIS. Attorney General Todd Blanche stated that law enforcement thwarted the attack and praised the work done on the 25th anniversary of the Sept. 11 attacks. The arrest occurred near that anniversary, underscoring the gravity of the case.

Kramer made his initial appearance in court on Monday, Sept. 14, 2026, and was ordered detained. He was formally charged on Tuesday, Sept. 15, 2026. His public defender declined to comment.

The investigation involved multiple agencies and spanned years, from the 2023 home search to the 2026 tipster report. The FBI’s case relied on a combination of undercover work, digital forensics, and tips from the public.

Kramer remains in custody as the case moves through the federal court system. The charge of receiving a firearm for a felony or terrorism offense carries serious penalties. The FBI continues to investigate any possible connections to broader networks.
